BVI has a very strong Financial Services sector, with the incorporation of foreign companies in the territory.  The revenue from these foreign incorporations is derived principally from the annual government fees paid by active companies.  It is an economic structure that does not require a great deal of infrastructure, nor does it require a large number of workers.  So while the sector is the largest contributor to the public treasury (approximately 60%), it does not significantly contribute to employment.
